After private practise at Kirkland & Ellis from 1997 to 1998, Cavanaugh returned to Starr. In 1999, he rejoined Kirkland & Ellis as a partner.
Cavanaugh joins George W. Bush’s legal team. Bush tried to prevent a recount in Florida in December 2000. After Bush took office, Cavanaugh became an aide to White House Counsel Alberto Gonzalez. He then worked as a presidential assistant and White House chief of staff.
