Under Bill Thomas, he was a district director from early 1990 to the 2000s. In 2000, he won his first election as a Kern Community College District trustee.
Soon after Kevin was elected to the California State Assembly in 2002 and became the Republican Floorleader in 2003. Three years later he was elected to the U.S House of Representatives.

He got the 23rd District of California, after redistricting in 2012. This new district was also heavily Republican like the 22nd District, and he won his fourth term in the US House elections, with 73.2% in his new district. He was mostly challenged by Democratic members however, he always won the majority.

Kevin was one of the three founding members of the GOP Young Guns Program, while he was on the Republican Steering Committee.

After Trump suspended Deferred Action for Childhood Arrivals (DACA), McCarthy also opposed efforts to codify the legal status of DREAMers which provided a temporary stay for minor immigrants who came to the U.S. without documents. He supported the U.S. Immigration and Customs Enforcement (ICE) and called for the House to vote on a resolution written by him in support of ICE.
