In1981 he transferred to Budget Unit of FBI Intelligence Division in Washington DC and from 1983-85 he was part of FBI Soviet Analytical Unit where he got access to information on the bureau’s counterintelligence to work against Soviet Union he continued to be part of Analytical unit from 1985-87 and then he supervised a technical surveillance squad in New York City and in 1987.
He was appointed chief of the FBI’s National Security Threat List Unit in Washington, DC, in 1992. The following year, he personally approached a GRU official with an offer to spy on them and was rejected due to this Russian protested the incident but an internal FBI internal inquiry and left free and by 1994 he was declared as unsuitable for managerial responsibilities and he was reassigned as a liaison between FBI and Department of State Office of Foreign Missions in 1995.

In 1999 he renewed contract with SVR ( Russian Foreign Intelligence Service which became after KGB which made after collapse of Soviet Union) and delivering information on US intelligence activities in Russia and counterintelligence activities in USA. But in January 2001 he was reassigned to FBI headquarter so that he can be closely monitored and in February of 2001 he was arrested while placing secret information in garbage bag at a prearranged “dead drop” for pickup by his Russian handlers and he was found guilty to have spied for Moscow since 1979.
In 2002 he was sentenced with life imprisonment with 15 consecutive life sentences without parole.

He was found unresponsive at United State Penitentiary (USP) Florence, Colorado and he was also given medical emergency and life saving measures and later he was declared dead by EMS personnel on 5th June 2023.
