Mayer served as the chairman of the Junge Union Regional Association in Altötting from 1994 until 2003. He was a deputy chairman of the CSU district association Altötting and a member of the Upper Bavaria district council, led by Ilse Aigner, since 1997. Mayer has served as the Deputy Regional Chairman of the Union of Expellees (Union der Vertriebenen (UdV)) since 2006, and as a member of the CSU leadership under Horst Seehofer since 2009. Mayer has been a part of the Bundestag since the 2002 elections. He won 60.7 per cent of the primary votes in the 2009 elections, putting him in third place in Germany. Mayer was a full committee member of Internal Affairs and the Sports Committee in the Bundestag. He was the privacy law rapporteur for his parliamentary group at the time. He was a member of Germany’s Parliamentary Oversight Panel (PKGr), which oversees the country’s intelligence services. He is the chairman of the G10 Commission, which decides on the necessity and acceptability of limits on the privacy of correspondence, postal mail, and telecommunications in accordance with Article 10 of the Basic Law. He was a member of the NSA Investigation Committee and the Committee on Transportation, Building, and Urban Development as an alternate. Mayer was the chair of the CSU Working Group for Internal Affairs, Law, Sport, Volunteer Work, Culture, and Media. Mayer was the chairman of the German-British Parliamentary Friendship Circle in addition to his committee appointments. Mayer was a member of the CDU/CSU delegation in the workgroup on internal as well as legal affairs, led by Wolfgang Schäuble and Sabine Leutheusser-Schnarrenberger, during the bargaining to form a coalition government of the Christian Democrats (CDU along with the Bavarian CSU) and the Free Democratic Party (FDP) following the 2009 federal elections. Later, he was a member of the CDU/CSU delegation in the workgroup on integration and migration, led by Maria Böhmer and Aydan zouz, during the discussions to create a Grand Coalition of the Christian Democrats and indeed the Social Democrats (SPD) following the 2013 federal elections. Mayer accompanied German Bundestag President Norbert Lammert on a visit to the Zaatari refugee camp in Jordan in February 2016 to learn more about the situation of Syrians fleeing the Syrian civil war. Mayer worked as Parliamentary State Secretary in the Federal Ministry of the Interior underneath Horst Seehofer from 2018 until 2021 in Chancellor Angela Merkel’s fourth cabinet. Mayer has been the spokesperson for sports for his parliamentary group since the 2021 elections.
