She was born on 29 September 1985, in Victoria, Australia. She is the youngest child out of ten. Her parents are Paddy and Mary Payne. She was raised on a farm at Miners Rest which is a district near Ballarat in central Victoria, Australia. Her mother Mary met with an unfortunate accident and died in a motor vehicle crash. Payne was only six months old. This left her father to raise their ten children as a single father.

Payne envisaged being a winning jockey as a child. At the age of seven, she told her friends that she would one day win the Melbourne Cup. She studied from Our Lady Help of Christians primary school. Her graduate degree is from Loreto College, Ballarat. She entered her first race at the age of 15. It is a family sport as she was the eighth of the Payne children to do so. She has an Irish New Zealand heritage.

She started racing at the mere age of 15 and won in her debut race at Ballarat. She was riding a horse that was trained by her father. In March 2004, she met with an accident. Payne fell at a race in Sandown Racecourse in Melbourne. This fall fractured her skull and bruised her brain. As a result of her extended rehabilitation period. She, later on, fell again and fractured her wrist. As a result, Payne was allowed a three-month addition to her apprenticeship to allow her time to ride out her request.

Melbourne Cup

She won the attention of all nations when she rode the winning horse in two races at the Melbourne Cup carnival at the Flemington Racecourse, in May 2016. One of the races was the Hilton Hotels Stakes and the other was the Melbourne Cup itself. Her victory took the bookmakers and speechmakers by a complete surprise. The horse bought for $50,000 (a figure described by sportswriters as “pocket change” for horseflesh) was a long-odds chance at 100–1. Governor-General Sir Peter Cosgrove and other speechmakers were scrutinized for neglecting to accommodate their pre-prepared well-wishings to recognize the historic nature of the win.

Payne further suffered severe abdominal injuries in a race after she fell at Mildura. She had to undergo surgery which was a success. Later, she returned to racing in September 2016, though she stated that her future goals involved becoming a trainer.

Payne was bestowed with the Medal of the Order of Australia in the 2021 Australia Day Honours.
