Matt Schlapp, who was raised in Wichita, Kansas, is the son of Susan Schlapp, a former city councilwoman who, after serving on the council for eight years (2003–2011), was designated as a senior constituent liaison for the Kansas Department of Commerce by Governor Sam Brownback.
Schlapp started his education at St. Thomas Aquinas Catholic School in Wichita and later completed his high school studies at Kapaun Mt. Carmel Catholic High School, where he earned his degree in 1986. He graduated from the University of Notre Dame with a bachelor’s degree before attending Wichita State University to complete his public policy master’s degree.

Schlapp began his political career in 1994, serving for five years as Representative Todd Tiahrt’s press secretary, campaign manager, and chief of staff (R-KS). He also contributed to George W. Bush’s political campaign in 2000, managing Missouri, Arkansas, Iowa, Wisconsin, Minnesota, Kansas, and Oklahoma as a regional political director.

Schlapp assisted in organising the demonstration that became known as the Brooks Brothers riot during George W. Bush’s 2000 presidential campaign and served as its on-site organiser. The purpose of the disturbance was to stop the recount of votes cast in the 2000 US presidential election. It took place on November 22, 2000, at a gathering of electoral canvassers in Miami-Dade County, Florida. After protests and violent incidents, local authorities called off the recount early.
He worked as the political director for the George W. Bush administration, providing advice to the Vice President, the President, cabinet members, top White House employees, and several members of Congress and federal agencies.

According to the New York Times, Schlapp lobbied for a pardon for Parker Petit, a significant Republican donor who served as Mr. Trump’s 2016 campaign’s Georgia finance chairman and was found guilty of securities fraud in November 2020, during the closing weeks of the Trump administration. Parker allegedly paid Schlapp $750,000 for his lobbying services. Cove Strategies, Schlapp’s lobbying firm, made more than $2.3 million in 2020.
