Kristi was born in Watertown, South Dakota with the birth name as Kristi Lynn Noem but was raised in rural Hamlin County to father, Ron Arnold and mother, Corrine Arnold along with her siblings. Kristi, along with her family are Americans whose ancestral roots in Norway. Kristi graduated from Hamlin High School in 1990, and even achieved the title of South Dakota Snow Queen. After completing her high school, Kristi continued her studies in the Northern State University from 1990-1994.

In the year 2006, Kristi won a seat as a Republican in the South Dakota House of Representatives, representing the 6th district(Beadle, Clark, Codington, Hamlin, and Kingsbury counties, but not including Watertown), and also in the same year she won with 39% of vote. In 2008, Kristi was again elected to the second term with total votes of 41%. In the year 2009 and 2010, Kristi patronized and supported bills to lower the age of compulsory education in South Dakota to 16 which got raised to 18 in 2008, having a controversy of the need of school attendance until age 18 has not been proven to improve graduation rates.

In 2010, Kristi won the Republican primary with a vote of 42% against the South Dakota secretary, Chris Nelson along with State Representative, Blake Curd. In 2012, Kristi got reelected to the second term, defeating Democrat Matthew Varilek with a vote of 57%-43%. In 2013, she was re-elected to the third term, defeating Democrat Corrina Robinson with a vote of 67%-33%, and in 2014, Kristi again got elected to the fourth term, defeating Democrat Paula Hawks with a vote of 64%-36%. Kristi was the fourth woman to serve South Dakota in Congress. Kristi along with freshman Senator Tim Scott, belonging to South Carolina was elected by the 2011 House Republican 87-member freshman class as liaisons to the House Republican leadership, which resulted in Kristi becoming the second women member of House GOP leadership. Kristi promoted bills to fight against human trafficking and sexual slavery and also opposed the Affordable Care Act(Obamacare) and has voted for the cancellation of the act. Kristi is an anti-abortion, having the support of the anti-abortion group Susan-B Anthony List. In the year 2015, Kristi objected to Obergefell v. Hodges, the Supreme Court’s ruling that same-sex marriage bans are unconstitutional.  On November 14, 2016, Kristi confirmed that she would go for the position of the Governor of South Dakota in 2018 rather than reelecting to Congress.  Kristi was committed as the Governor of South Dakota on January 5, 2018, being the first woman in that office in the state. In the year 2019, on January 31, Kristi signed a bill for the allowance of license requirement to carry a concealed handgun.

In November 2020, Kristi used the pandemic relief funds to promote tourism during the rise in the cases in the state. In the initial days of the pandemic, Kristi appeal to the legislature to pass the bill to order the state health secretary and county officials to close businesses and other entities. In February 2020, Kristi confirmed her opposition to the bill forbidding schools and universities of the need to get students vaccinated. In February 2021, Kristi went to the Conservative Political Action Conference in Orlando, Florida and in the conference, criticized New York’s governor Andrew Cuomo’s nursing home orders during the COVID-19 pandemic.
