Kevin joined the Department of Foreign Affairs as a graduate trainee and slowly grabbed many more important responsibilities. Rudd became Queensland’s most powerful bureaucrat when he became the Director General of the Office of the Cabinet of Wayne Goss. As such he initiated several reforms, such as promoting a policy of developing an Asian languages and cultures program which was unanimously accepted by the Council of Australian Governments. He lost his position when Goss lost the elections and went on to become the labor candidate for the Griffith seat in the 1996 federal election. However, he could not do much as a labor party member.

He wanted to bring the required changes immediately, especially in the areas of Industrial relations, the war in Iraq, climate change, and Australian Federalism. He was involved in a major research effort on the future of US-China relations. Rudd was a global partner in achieving universal access to drinking water and adequate sanitation.

He wanted to become the secretary general of the United Nations, however, his request was turned down by the then-Australian Government. Rudd is a member of the Global Leadership Foundation.
