Bruce Harrell was born on 28th of October in 1958 in Seattle, Washington, in the United States. He was the son of an African American father and a Japanese American mother. His father worked for the Seattle City Light, while his mother was an intern at Minidoka and worked in the Seattle Public Library. Bruce Harrell lived with his family in the Central District, Seattle, which was a minority enclave. He is known to have completed his schooling from Garfield High School and graduated in 1976. He was the valedictorian of the class. At high school, he played as a linebacker and was named to the all-Metro team. On a football scholarship, he studied at the University of Washington after rejecting a spot at Harvard University. There, he played for the Washington Huskies football team from 1976 till 1979. In 1980, he graduated University of Washington with a Bachelor of Arts degree in political science and successfully made the national Academic All-American First Team in football. In 1984, Bruce Harrell got a Juris Doctor from the University of Washington School of Law. He earned his master’s degree from City University of Seattle in organizational design and improvement in 1994. Bruce Harrell received the Distinguished Alumni Award from University of Washington in 2007.  Later in 2012, he got the University of Washington’s Timeless Award Winner and then in 2013 he was selected into the NW Football Hall of Fame.

His career in law began after his graduation from law school when Bruce Harrell worked with the US West, now called the CenturyLink, in the year 1987. He served as the chief legal advisor for the Rainier Valley  Community Development Fund. He was also the chief legal advisor to the First A.M.E. Church and First A.M.E. Housing Corporation. For the US West, he served as the Chief Counsel. He became the general counsel for the Alpha Phi Alpha fraternity, Zeta Pi Lambda chapter. Besides this, Bruce Harrell had served as the Chair of the Puget Sound Regional Council’s Performance First Committee. He worked with the business development strategy of PSRC’s Prosperity Partnership. He was a member of the Advisory Board Chair for CASASTART. Bruce was also a member of the Social Action Committee for First A.M.E. Church. In 2007, he was elected into the Seattle City Council. He served as the chair of the Energy, Technology and Civil Rights Committee from 2008 to 2011. He got the responsibility of the oversight of Seattle City Light, which was the city’s public power utility and also held the responsibility of the city’s Department of Information and Technology. He ended up creating a Rate Stabilization Account (RSA) for the Seattle City Light in 2010. This account provided protection and security for the Seattle City Light customers who come into the volatility of the wholesale power market. Bruce Harrell was re-elected in the following at-large city council elections into the new District 2 amd later changed to a district based city council elections. He was elected by the fellow council members as the council president into the District 2office on January 4, 2016. For a time being, he had served as the acting mayor of Seattle from September 13 to September 18 in 2017. In the Seattle mayoral election of 2021, Bruce Harrell rose to victory.
