Boudreau, the son of Theresa Roy and Norman Boudreau, was born in North York, Toronto, Ontario. With the Toronto George Bell minor ice hockey club, he participated in the 1967 Quebec International Pee-Wee Hockey Tournament as a youngster. In the 1970s, he went at Nelson A. Boylen Collegiate Institute.

Despite having a limited big league career, Boudreau had a lengthy minor league career and was one of the all-time most productive minor league scorers, mostly in the American Hockey League (AHL). With the Toronto Marlboros of the Ontario Hockey Association (OHA), where he averaged over 100 points per season, he played his junior hockey. He finished his junior career with 165 points, adding 44 more in 27 games, and led the Marlies to a Memorial Cup victory. Because he scored the most goals during the 1974–75 OMJHL season, he was given the Eddie Powers Memorial Trophy.

Boudreau was selected by the Toronto Maple Leafs in the third round, 42nd overall, but was unable to reach an agreement with the team over a contract. As a result, he joined the Minnesota Fighting Saints of the WHA and made his professional debut in 1975. He only played one season for the Fighting Saints, appearing in 30 games and contributing 3 goals and 6 assists.

Boudreau played for the Springfield Indians, the Fort Wayne Komets, and the Nova Scotia Oilers for a sizable portion of his playing career after beginning it with Maple Leaf farm clubs in Dallas, Moncton, and St. Catharines. His most notable NHL season was in 1981, when he played in just 39 games as an injury replacement while tallying 10 goals and 14 assists. Boudreau totaled eight NHL seasons, spending all but one with the Maple Leafs, totaling 141 games played, 28 goals, and 42 assists.

Through his final season in 1992, he continued to be the leading scorer and minor league standout. His final game was played in Springfield. In the 1977 hockey movie Slap Shot, which was made when Boudreau was still a player, Paul Newman’s character lived in Boudreau’s apartment at the time.

Boudreau previously guided the Fort Wayne Komets to the IHL Finals in 1994 and the Mississippi Sea Wolves to the ECHL Championship in 1999.

Bruce Boudreau resigned as Hershey Bears head coach on November 27, 2007; He had just been called up to the Washington Capitals bench to take over for Glen Hanlon, who had just been fired. On December 26, the Caps made him their permanent head coach after initially calling him up as an interim coach. It was a sensible move that paid off: Boudreau finished his first season behind the bench for the Caps with a 37–17–7 record, which is especially impressive considering that he took over a mediocre team with a 6-14-1 record before him.

The following season, Boudreau continued his excellent work by assisting the Caps not only in securing their first playoff berth in five years but also in winning the Southeast Division, Washington’s first title in seven years. In the first round, Washington fell to the Philadelphia Flyers in seven games, but it was the beginning of better times for the team. When Boudreau was nominated for and won the Jack Adams Award, he saw that his good work was being highlighted.
