The district encompasses the majority of the Capital District’s southern and eastern suburbs, as well as the Hudson Valley & Catskills regions. He is the first person of African-American or Latino origin from Upstate New York to be elected to Congress. In 2018, Delgado was elected to the House of Representatives, upsetting Republican incumbent John Faso. In 2020, he was re-elected. Governor Kathy Hochul named Delgado to the position of lieutenant governor of New York on May 3, 2022. Delgado is set to take office at the end of May.

Delgado was born in 1977 to Tony Delgado and Thelma P. Hill in Schenectady, New York. His ancestors are African-American and Cape Verdean. Kito Delgado is Delgado’s younger brother. He did grow up in Schenectady’s Hamilton Hill area. Delgado studied at Notre Dame-Bishop Gibbons High School, where he was a member of the basketball team. Delgado was named to The Daily Gazette’s all-area second team his senior year. He subsequently went to Colgate University, where he was a member of the Colgate Raiders men’s basketball team, which included future Golden State Warriors player Adonal Foyle. Delgado obtained a Rhodes Scholarship to enroll at The Queen’s College, Oxford, after graduating from Colgate in 1999. Delgado did graduate from Harvard Law School in 2005. Delgado relocated to Los Angeles in 2005 after graduating from law school and working in the music industry. Delgado relocated to Los Angeles in 2005 after graduating from law school and working in the music industry. Under the stage moniker “AD the Voice,” Delgado published a socially-oriented rap album in 2007. He then served as a litigator for the law firm Akin Gump in New York. Delgado stood for the United States House of Representatives in New York’s nineteenth congressional district in the 2018 elections. In the Democratic Party’s primary election, he defeated six other candidates and challenged incumbent Republican John Faso in the general election on November 6. During the campaign, Delgado chastised Faso for voting against the Affordable Care Act. Faso, together with the Congressional Leadership Fund as well as the National Republican Congressional Committee, targeted Delgado’s previous rap career, referring to him as a “big-city rapper.” The attacks were labeled “race-baiting” by the New York Times Editorial Board.
Delgado received 132,001 votes in the general election, compared to 124,408 for Faso. On January 3, 2019, he was sworn into office. In 2020, Delgado stood for reelection to a second election. He challenged Republican nominee Kyle Van De Water, an attorney & former trustee of the village of Millbrook, New York, in the Democratic primary. Delgado received 192,100 votes in the general election, while Van De Water received 151,475. Delgado had voted 100 percent in line with Joe Biden’s declared position as of November 2021. After Lt . gov. Brian Benjamin resigned on May 3, 2022, New York Governor Kathy Hochul named Delgado lieutenant governor. Delgado is set to take office at the end of May. In the 2022 election for lieutenant governor, he will be on the Democratic primary ballot.
