Chow was arrested at her Tai Po residence on 30 August 2019 for allegedly participating in and instigating an unauthorised gathering on 21 June 2019 at Wan Chai Hong Kong Police Headquarters. Many prominent Hong Kong pro-democracy figures, including Joshua Wong, Au Nok-hin, Andy Chan, and Jeremy Tam, were detained on the same day. She was released on bond the same day, but police took her smartphone, as well as the smartphones of her fellow arrestees. The arrests, according to Amnesty International, are a “outrageous assault” on freedom of expression.
